Generate cetl::variable_length_array instead of the deprecated cetl::VariableLengthArray alias for the cetl++14-17 flavour. The verification build silenced -Wdeprecated-declarations for every C++, MCU, and fuzz target, which hid the use of CETL's deprecated alias. Only test_compiles and test_large_bitset use deprecated DSDL types on purpose; they now opt in with USES_DEPRECATED_TYPES and every other target reports deprecations as errors.
