feat: expose authenticated capture control

• add authenticated openadapt capture status and stop commands
• print the exact control session ID after recorder readiness
• wait for Capture verified finalization before stop returns success
• set the launcher capture extra floor to the exact 1.3.0 producer contract
• replace the obsolete no-control-channel documentation

Verification

• 92 passed, 5 skipped across CLI and platform-manifest suites
• Ruff check and format pass
• offline platform manifest validation passes with no warnings

Merge prerequisites

• Capture 1.3.0 completes its native hardware qualification
• Capture 1.3.0 is published and its exact artifacts are verified
• Refresh uv.lock against published Capture 1.3.0
• Regenerate and validate the platform manifest so it selects Capture 1.3.0
• Re-run the complete launcher CI and release gates
