Records the distribution name decision (#58): the PyPI name is pyopenquant, the import name stays openquant. The docs drop the 'not decided yet' wording, and CHANGELOG.md moves Unreleased to a 0.1.0 section that the release workflow turns into release notes. It was already the value of[project] name; the "placeholder" comment is replaced by a record of the decision.
