[16.0][FIX] fastapi: LGPL-3 header on the two files that carried AGPL-3.0 - #658

The module declares LGPL-3 in its manifest and every other file carries the LGPL-3 header. models/ir_rule.py and models/res_lang.py carried the AGPL-3.0 header since they were added, which reads as a copied template rather than a licence choice; this aligns them with the manifest.
