Require recipient and content confirmation for external send and conversation-start links while preserving direct sending from existing action buttons. Use the destination conversation's encryption and prevent pending confirmation from sending while locked or after an account change.
Validation: 32 message link, message context, and Markdown tests passed. Targeted static analysis passed. Coverage includes image previews, cancellation, fixed recipients, account changes, locking, and Signal group messages.
