Bring fork main up to date with upstream 2.11.35 while keeping the apps strategy feature.

Settings, App, Interface lists every locale in locales_config.xml, with Follow system first. An empty or unknown value keeps the system language, including an Android 13 per-app locale. The choice is stored in the ui preference and applied by wrapping each process.
Android cannot create files in /data/local/tmp, so a new or updated profile failed with permission denied. The scratch directory now sits next to the profile and is removed after publish.
