ci(cuda): stop wrapping nvcc with sccache - #111

setup-rust-build set CMAKE_CUDA_COMPILER_LAUNCHER=sccache, but under CUDA 13.x
sccache cannot launch nvcc ("Missing cubin file output" / signal 126). CMake
then reports nvcc as broken and the CUDA desktop builds (llama-cpp-sys-2,
whisper-rs-sys) fail. Drop the CUDA launcher so nvcc runs directly; C/C++/Rust
sccache caching stays enabled.
