feat: add Harbor registry module

Summary

• add the Harbor v2.15.2 deployment module
• include the official release preparation script and harbor.yml template
• add docker-compose.harbor.yml, environment example, persistence guidance, and top-level catalog entry

Validation

• bash -n docker_harbor/prepare-harbor.sh
• git diff --check

Docker runtime validation was not run because Docker is unavailable in the current environment.
