Follow-up to #444, which stores the request ID on each inference log and lets GET /insights/logs filter by it.

• A Request ID column in the detailed logs: shortened, with the full ID on hover; "-" for logs from before Store the request ID on inference logs #444.
• A "Find request ID" box above the logs table. It filters the logs only, since the totals and charts cannot be searched by ID, so it sits with the table rather than the page filters. It is kept in the URL (?requestId=), resets to page 1, and is cleared by "Clear all filters".
• A clear message when no log matches, and the request ID in the CSV export.

Tests: Insights.test.tsx (the column and its hover text; the search reaches the logs API and nothing else; opening from a link and the no-match message). Lint clean, full dashboard suite passes (405), build passes.
