What changed

Several skills gave instructions that fail or mislead on GreptimeDB v1.3.

• MCP: execute_sql is read-only unless the server runs with --allow-write true. The flow, table-design, performance-tuning, cluster-health-check, and quickstart skills told agents to run DDL and writes through it; they now say so and fall back to giving the SQL to the user.
• greptimedb-pipeline: lists the VRL functions and arguments rejected since v1.3 disabled host access by default, and the pipeline.allow_vrl_host_access switch.
• compaction-advisor: uses the v1.3 active/inactive window TWCS thresholds, reads region_statistics.min_timestamp/max_timestamp for time-range discovery, and describes the v1.3.0 follow-up compaction behavior instead of a nightly commit.
• greptimedb-performance-tuning / greptimedb-performance-diagnosis: add scan memory limits (scan_memory_limit defaults to 25%), the related error messages and metrics.
• self-monitoring-export: removes Flow metrics and log keywords that no longer exist in v1.3.0, corrects renamed messages, and adds the v1.3 storage.copy_root rule for local COPY TO paths.
• Corrections that predate v1.3: Flow sinks do not require an update_at column; a primary key can be extended by appending a tag; skipping indexes also serve IN.
