feat(analytics): move cli telemetry stats under admin analytics - #260

Serve GET /api/v2/admin/analytics/telemetry for administrators only, in line with the other admin analytics endpoints, and remove GET /api/v2/telemetry/stats. Responses are no-store like the rest of admin analytics.
