Assigning a suspended account makes the whole assignees call 404 on every PR regardless of which token calls it. Assign the PR author only until the bot account is reinstated. Refs #350

Step 1 of #350. The triage step's assignee call 404s on every PR because TechEngineBot is suspended (8 of the last 14 runs failed). Assign the PR author only; re-add the bot once the account is reinstated.
