Port of #2009 and #2010 to rc-1.6.0. Both cherry-picks applied cleanly.

These two commits are the last working-1.6 work missing from rc-1.6.0. After this pull request, the two trees differ only where rc-1.6.0 is ahead on purpose: the release notes, the 1.5 support statement, SECURITY.md, and the RC version in System.php.

Why this matters for the release: rc-1.6.0 becomes dev-branch at the 1.6.0 cut, and dev-branch then takes the required fogproject / upgrade from stable check. That check reads tests/fixtures/upgrade-from-15-stable.ref. Without this port, the release tree would not have the pin.

No runtime code changes. The pull request changes CLAUDE.md, a comment in tests.yml, and adds the pin file.

The working-1.6 ruleset now requires it, so the two places that list the
required contexts say so. The dev-branch leg reports beside it and stays
advisory: a dev-branch schema step turns it red on any 1.6 pull request.

`fogproject / upgrade from stable` now reads
tests/fixtures/upgrade-from-15-stable.ref (FOGProject/fog-workflows#45), so
a 1.5 release cannot turn every open 1.6 pull request red at once. The pin
is the current tip of stable, c97e205 (1.5.10.2518). CLAUDE.md says when
and how to bump it.
