Fix local builds of 2.4 GHz only LR1121/LR2021 devices - #830

Firmware requires a sub-GHz regulatory domain for LR1121/LR2021 builds. Default to FCC 915 when none is selected, matching upstream CI. Fixes #752

Building LR1121 2.4 GHz only devices (e.g. RadioMaster XR2) from a PR/branch/commit failed with
Regulatory_Domain is not defined for 900MHz device: the firmware requires a sub-GHz domain for LR1121/LR2021, but these devices only offer 2.4 GHz domains.When compiling locally and no sub-GHz domain is selected, add
Regulatory_Domain_FCC_915, same as upstream CI does for release binaries.
