build: ez 1.7.0 on bend 2.0.38, bolt v1.17.0, actions 73b2fbc - #78

The tooling pass after ez 1.7.0, which builds on bend 2.0.38: - flake.nix: the ez input follows this flake's bend (the interim pin to bend eebc18cd is gone), checks.proofs is ez.mkProofs again in place of the interim runCommand, and bolt's `--gpu off` goes through ez.rtsFlags. flake.lock holds bend, ez and nixpkgs only. - ez.toml [tools.bolt] at tag v1.17.0, locked with `ez lock --upgrade --package bolt`. - publish.yml and release-please.yml pin Emerging-Patterns/actions at 73b2fbc.
