multi-pwsh lists PowerShell releases through the unauthenticated GitHub API, which answers 403 when the runner's shared address is rate limited. The agent tunnel end-to-end test builds this image, so a transient 403 failed the whole CI run. Retry the install with a growing delay; a persistent failure still fails the build. multi-pwsh installup to four times, waiting 15, 30 and 45 seconds between attempts.A persistent failure still fails the image build.
Verification
The retry loop was checked in isolation with a stub that fails twice then succeeds (completes after two retries) and one that always fails (exits 1).
The image build and the end-to-end test were not run locally.
The 403 depends on the runner's rate-limit state and cannot be reproduced on demand.
