Summary

• skips docs-only changes
• adds concurrency cancellation
• upgrades checkout to v7
• caches the pinned OpenAPI Generator JAR in GitHub Actions cache
• caches generated SDK Maven dependencies in GitHub Actions cache

This reduces repeated generator and Maven downloads while staying on the Blacksmith free compute tier.
