ci: skip contract checks for unrelated changes

Summary

• applies the existing contract path filter to pushes on main as well as PRs
• adds concurrency cancellation
• upgrades checkout to v7

This avoids consuming Blacksmith minutes for README/docs-only commits while preserving compatibility checks for all contract-related changes.
