Why

On Windows, when kitctl's output is piped (a coding agent, CI, | more), Python uses the ANSI code page (cp1252). The first real kitctl plan on Connor's machine (cairn, Gestalt loadouts) stopped before showing the plan:

kitctl: 'charmap' codec can't encode character '→' in position 25830: character maps to <undefined>

--help printed Kit inventory for the same reason. An interactive Windows console is not affected, so CI and the 0.1.0 smoke test did not catch it.

What

  • kitctl.cli.main() reconfigures stdout and stderr to UTF-8 at start, keeping each stream's error handler. Both entry points (kitctl and python -m kitctl) go through main().
  • New tests/test_output_encoding.py runs kitctl in a subprocess with PYTHONIOENCODING=cp1252 and checks help (— on stdout) and an error path (→ on stderr). It fails on origin/main and passes with the fix, on Linux and Windows.
  • Version 0.1.0 → 0.1.1 in pyproject, __init__, npm package.json, the npm launcher's wheel name, uv.lock, and both version tests.
  • Separate commits: npm/README.md re-synced to the root README (the copy prepare_npm.py generates; it was behind), and docs/publishing.md gains the 0.1.0 release record and corrected 0.1.1 steps (TestPyPI check from the downloaded wheel; npm tarball built around the PyPI wheel).

Checks run locally (Windows, Python 3.12)

ruff check, ruff format --check, mypy, pytest (171 passed, 5 skipped), check_secrets, uv build, prepare_npm, npm test, npm pack --dry-run. A piped kitctl plan in cairn exits 0 (1,414 lines) with the fix.

Not changed: src/kitctl/cli.py is already over the 400-line structural budget (551 lines); this PR adds 6.

Summary by CodeRabbit

  • Bug Fixes
    • Command-line output now uses UTF-8 where supported, improving help and error-message display on Windows and other systems with non-UTF-8 output settings.
  • Documentation
    • Updated capability and setup guidance to include managed agents, copied warehouse worker agents, and doctor estimates for always-on listings and budget warnings.
    • Updated publishing guidance and release records.
  • Release
    • Updated the package version to 0.1.1.

scripts/prepare_npm.py copies the root README over npm/README.md at build
time; the committed copy was behind (agents, doctor budget). This is that
generated copy, unchanged.
Record what 0.1.0 published (tag, runs, hashes, npm integrity). The 0.1.1
steps fix two problems met while publishing 0.1.0: verify TestPyPI from the
downloaded wheel (uv will not mix indexes for ruamel-yaml), and build the npm
tarball around the PyPI wheel so both registries ship the same bytes.
On Windows, piped stdout uses the ANSI code page (cp1252), so kitctl plan,
apply and use stopped with "'charmap' codec can't encode character '\u2192'"
before showing the plan. main() now reconfigures stdout and stderr to UTF-8,
keeping each stream's error handler. A subprocess test runs kitctl with
PYTHONIOENCODING=cp1252 and checks help ("—") and an error path ("→").

Bump 0.1.0 -> 0.1.1 in pyproject, the package, the npm launcher, uv.lock and
both version tests.

📝 Walkthrough

The 0.1.1 update configures supported CLI output streams to use UTF-8, aligns Python and npm version references, and revises release and capability documentation.

Changes: Kitctl 0.1.1 release

Layer / File(s) Summary
UTF-8 CLI output
src/kitctl/cli.py, tests/test_output_encoding.py
The CLI reconfigures stdout and stderr to UTF-8 when supported and retains each stream’s existing error setting. A subprocess test checks help output and an error path with a non-UTF-8 code page.
Package version alignment
pyproject.toml, src/kitctl/__init__.py, npm/package.json, npm/bin/kitctl.mjs, tests/test_inventory.py, npm/test/cli.test.mjs
The Python and npm versions and bundled wheel path change to 0.1.1. Version tests expect the new version.
Release and capability documentation
CHANGELOG.md, docs/publishing.md, npm/README.md
The changelog adds 0.1.1 and dates 0.1.0. Publishing instructions cover 0.1.1 and record the verified 0.1.0 release. The README describes agent management and doctor estimates and warnings.

The runtime change is small and low-risk. The 0.1.1 release instructions still point to 0.0.1 npm commands, so correct them before publishing to avoid a failed or mis-verified npm release.

Update the linked npm commands to 0.1.1.

Step 5 points to #npm, but Lines 116-117 still publish and inspect kitctl-0.0.1. A clean v0.1.1 checkout creates kitctl-0.1.1.tgz, so the publish command fails and the verification command checks the wrong version. Change both commands to 0.1.1.
