JusticeHub dashboards sometimes appear before their stylesheet and logo have loaded. The logo then looks broken, or too big, because the styles that size it are not there yet.
For JusticeHub links only, we show a loading spinner and preload the public stylesheet and logo so they are ready before the dashboard is shown. Other dashboards are unchanged. The dashboard link still comes from the use case. The JusticeHub site address is written in the code because it is the same public site everywhere, and putting it in an env variable would not hide it.
