PR got totally refactored, there is no openuniverse env any more.

The notebooks look to execute properly locally with tox -e openuniverse-buildhtml.

The remaining question is how we want to expose these notebooks and the new kernel to the participants

This should be good to go. I have rephrased the narrative a little bit: show users how to shallow clone the dependency repo, but don't include it as a submodule to this repo -- they are not expected to work with this repo and the submodule approach is just not working with the way we distribute these notebooks on fornax.

If we create an SPS_HOME env variable on fornax once/if the data becomes available, then it should all work out of the box as the clone command is commented out by default.
