Summary

Closes #370

The Tranche 2 "Admin panel" measure asks for the admin panel's URL and one testnet transaction per privileged operation. The README recorded neither.

Changes

• Adds an "Admin panel" section with the console URL.
• Lists the six authority accounts with their signers and threshold.
• Records 13 testnet transactions, each made through the console and signed by the account that holds the authority.
• Lists the operations left out, with the reason for each.

Deviations

• The transactions ran against the contracts the live console reads, which the section names. They are not the set under "Deployed addresses" on this branch.
• Not recorded: the timelocked change (seven-day delay), the wind-down proposal (wind_down_delay was zero) and legal_transfer (not in those contracts).
• The share token is paused by governance, not the guardian: the guardian holds no role on the token.
• Signers are single keys; multisig is left to deployers.

Acceptance criteria

• The README gives the admin panel's public URL, the one the contract IDs in "Deployed addresses" are read from
• One transaction per operation, grouped by authority (see Deviations for the three left out)
• Each was made through the admin console, not by script
• Each states the account that signed, its signers and its threshold
• All ran against the contract IDs currently listed in the README

Manual verification

1. Open each transaction link in the new section.
2. Each shows SUCCESS, the account in the authority table as source, and a contract ID from the table in the section.
