media-gfx/lightcraft-bin: Add ebuild for 0.4.0

Summary

• Add LightCraft 0.4.0 from the official upstream Linux release archives.
• Support both amd64 and arm64.
• Install the GUI and CLI binaries, desktop entry, icons, AppStream metadata, MIME metadata, README, NOTICE, and bundled-font license notices.
• Declare the runtime Wayland, X11, input, and Vulkan loader dependencies used by the upstream build.

This packages the official prebuilt releases independently as media-gfx/lightcraft-bin; it does not copy the existing third-party source ebuild.
