feat(wallet): Arc as a third payment chain - #198

action:"chain" chain:"arc" pays from the Base key against arc.blockrun.ai. The SDK (bumped to 3.25, which signs Arc's USDC domain) picks Arc from the 402's network, so every client gets apiUrl and every hand-built URL goes through getApiBase(). Status shows the Arc balance, read from the Arc gateway (ARC_RPC_URL first when set; no public Arc RPC answers and a keyed one cannot ship in a client). Setup, QR (EIP-681 on chain 5042), onramp refusal and error texts name Arc. Nothing autodetects Arc: an install that never chose it stays where it was. Verified live: one chat paid $0.002 on Arc from 0xCC8c, balance 24.25172 -> 24.24972.
codex review: arc.blockrun.ai was missing from BLOCKRUN_HOSTS, so every call on the Arc rail kept the SDK user agent.
codex review: the EVM submit path passed "base" to assertVideoQuoteSane, so the Arc hint was unreachable and an Arc user was told to retry on Solana, the rail that substitutes azure/sora-2.
