feat(chain): Circle's Arc as a third x402 payment chain - #527
Adds Circle's Arc (eip155:5042, gateway https://arc.blockrun.ai/api) as a third wallet payment chain next to Base and Solana. Arc uses the same EVM key and address as Base. The fresh-install default is still Solana.
How you select it
CLI: clawrouter chain arc, clawrouter wallet arc
OpenClaw: /wallet arc
Env: CLAWROUTER_PAYMENT_CHAIN=arc
Saved choice: arc is written to ~/.blockrun/.chain and to the legacy ~/.openclaw/blockrun/payment-chain. Franklin already reads arc from these files. The TS SDK and blockrun-mcp ignore values they don't know and use their own default.
What changed
src/payment-chain.ts (new): one table holding the chain type, labels, gateways, CAIP2_ARC and the Arc USDC address. auth, cli, proxy, doctor and index all read from it.
Signing: no new code. The @x402/evm exact client takes the chainId from the 402's network and the domain name/version from extra ("USDC", "2"). A test checks that the signature verifies over Arc's domain and does not verify over Base's "USD Coin" domain.
Builder code: no longer stamped on Arc payments. It is a CDP registration that only the CDP facilitator reads, and Arc settles through Circle's facilitator. This uses the same reasoning as the existing Solana gate. Base is unchanged.
Balance:BalanceMonitor(address, "arc") reads GET arc.blockrun.ai/api/v1/balance (micro-USDC). No RPC key is shipped. A failed read throws RpcError, so an outage never shows up as an empty wallet. Startup, /wallet, /health, the low/empty warnings and doctor all use it. When a payment is short on funds, the help text says "USDC on Arc" instead of "on Base".
Doctor: checks the Arc balance, probes Arc reachability and sends its AI request to the Arc gateway.
Spend policy:eip155:5042 is accepted in allowedNetworks.
Catalog: Arc uses the Base snapshot (same routes and prices). The live refresh reads from arc.blockrun.ai.
New: src/auth.payment-chain-arc.test.ts, src/balance.arc.test.ts, src/proxy.arc-payment.test.ts (end to end through startProxy against a mock Arc 402).
npm test: 1242 passed, 1 skipped. One file fails: test/upstream-proxy.test.ts. It fails at import (undici/lib/interceptor/decompress.js: Cannot read properties of undefined (reading 'bind')) and fails the same way on origin/main (d14d145) in this environment. Node is 22.14 and the installed undici is 8.12.2, while the lockfile has 8.12.3. It is not related to this change.
npm run typecheck and npm run lint are clean. Prettier is clean.
Live proof (a real call on Arc mainnet)
I started the built proxy (dist/) with paymentChain: "arc" and wallet 0xCC8c…5EF8, then sent one qwen/qwen3.7-flash call (cheapest paid chat model, max_tokens 8):
Log: Payment signed on Arc (EVM) (eip155:5042) — $0.002000, status 200
The gateway returned an empty transaction in payment-response, so the evidence is the balance going down by exactly the quoted amount, not a tx hash.
No version bump and no publish.
Summary by CodeRabbit
New Features
Added Arc as a USDC payment option alongside Base and Solana, with wallet setup, chain selection, balance checks, and payment support.
Arc shares the EVM wallet address with Base. Wallet status, diagnostics, and the desktop app now show Arc-specific balances, funding guidance, and chain-switching options.
Added Arc to supported payment networks and desktop wallet flows.
Documentation
Updated setup, payment, configuration, and wallet guidance to cover Arc, including its gateway and funding instructions.
Arc (eip155:5042) is selectable everywhere Base and Solana are: `clawrouter
chain arc` / `wallet arc`, OpenClaw `/wallet arc`, CLAWROUTER_PAYMENT_CHAIN=arc,
and the persisted chain files. The fresh-install default stays Solana.
- src/payment-chain.ts: one table for chain type, labels, gateways, Arc CAIP-2
and USDC address; auth/cli/proxy/doctor/index read from it.
- proxy: arc -> https://arc.blockrun.ai/api. Signing needs no new code: the
exact-EVM scheme takes chainId from the 402 network and the USDC domain
("USDC", "2") from its extra. Builder code is no longer stamped on Arc
payments (a CDP registration; Arc settles through Circle's facilitator).
Per-payment log and insufficient-funds help name Arc instead of Base.
- balance: BalanceMonitor(address, "arc") reads micro-USDC from the Arc
gateway's /v1/balance (no RPC key shipped; public Arc RPC is unreliable).
Throws on failure so an outage never reads as an empty wallet.
- doctor: balance, reachability probe and AI request use the Arc gateway.
- spend policy: eip155:5042 is a payable network for allowedNetworks.
- Tests: chain persistence/env, Arc balance reader, and an end-to-end proxy
test that verifies the signature recovers over Arc's domain (and not Base's
"USD Coin"), no builder code, /health reports arc.
The change adds Arc as a payment chain alongside Base and Solana. It adds Arc gateway routing, USDC balance reads, wallet selection and status support, and Arc network references in policy handling and documentation.
Defines Arc chain identifiers and validation. Payment-chain persistence and resolution accept Arc while retaining the Solana default. Arc is added to payable networks and policy references.
Adds Arc gateway balance retrieval and Arc selection in BalanceMonitor. Diagnostics check the selected chain and give chain-specific funding and switching guidance. Tests cover balance conversion, errors, status, caching, and defaults, plus diagnostic guidance.
Adds Arc wallet selection and status details. User guidance documents Arc funding and the EVM address shared with Base.
Desktop wallet and dashboard support apps/desktop/electron/core/*, apps/desktop/src/*, apps/desktop/tests/arc-chain.test.ts, apps/desktop/README.md
Desktop uses shared chain definitions and maps Arc to the EVM wallet. Dashboard balance reporting, wallet controls, funding information, and tests include Arc.
Desktop users who force Arc through the environment while a Base choice is saved can be steered toward funding Base while requests spend Arc USDC. Desktop dashboards can also be slow to refresh when Arc is saved but the running proxy pays on Base. Fix the funding-dialog chain source before merging. The doctor guidance for Arc users is now correct.

Fix the stale Base funding text for Arc users in analyzeWithAI.
This change adds Arc to collectWalletInfo, identifyIssues, and printDiagnostics, but the empty-wallet message in analyzeWithAI still hard-codes Base. An Arc user with an empty Arc balance runs doctor. That user sees "Fund your EVM wallet with USDC on Base" and a "Bridge to Base" link. The user can then fund the wrong chain. The Base balance is not read when Arc is active, so the funds would stay unused.
Use PAYMENT_CHAIN_LABELS for the EVM chain name. Show the Base bridge link only when Base is the active chain.
Proposed fix
- console.log(` Fund your EVM wallet with USDC on Base: ${diagnostics.wallet.address}`);+ const evmChain = PAYMENT_CHAIN_LABELS[diagnostics.wallet.paymentChain === "arc" ? "arc" : "base"];+ console.log(` Fund your EVM wallet with USDC on ${evmChain}: ${diagnostics.wallet.address}`);
if (diagnostics.wallet.solanaAddress) {
console.log(` Fund your Solana wallet with USDC: ${diagnostics.wallet.solanaAddress}`);
}
console.log(" Get USDC: https://www.coinbase.com/price/usd-coin");
- console.log(" Bridge to Base: https://bridge.base.org\n");+ if (diagnostics.wallet.paymentChain !== "arc") {+ console.log(" Bridge to Base: https://bridge.base.org");+ }+ console.log();

Desktop hand-defined PaymentChain as "base" | "solana", so with arc persisted
or reported by /health it fell back to Base (configuredPaymentChain), dropped
the chain (paymentChainOrUndefined) and offered only Base/Solana — an
Arc-paying proxy was shown with Base's balance and funding controls.
- apps/desktop/electron/core/chains.ts: re-exports the chain type, list and
labels from src/payment-chain.ts (the table the CLI/proxy use) plus the
desktop helpers walletKindOf / coreWalletFileOf. types.ts, ipc-policy.ts,
manager.ts and the renderer import it; no second hand-written union.
- manager: arc parsed from the chain files and /health; Arc USDC read for the
EVM address via arc.blockrun.ai/api/v1/balance; balance/restart state per
chain; create/adopt "arc" acts on the shared EVM key; legacy arc migrates.
- renderer: wallet cards, sidebar switch and deposit rows iterate the shared
list (CSS grids sized for N chains); Arc labelled "same address as Base";
the Buy tab warns an Arc user that Coinbase delivers on Base.
- test/test-solana-e2e.ts: /health type uses PaymentChain.
- PAYMENT_CHAINS order is now Base, Solana, Arc (display order).
- tests: apps/desktop/tests/arc-chain.test.ts.

- doctor: the empty-wallet message is now emptyWalletGuidance(), derived from
the active payment chain. On Arc it says to send USDC on Arc to the same
EVM address and drops the Base funding line and the bridge.base.org link;
Base and Solana output is unchanged.
- Desktop manager: the Arc balance read is awaited only when Arc is the
configured or running chain. Otherwise it returns the cached (or no) value
at once and refreshes in the background, one read in flight per address,
so a slow or down arc.blockrun.ai no longer holds every Base / Solana /
API-key dashboard refresh for its 10s timeout.
- Tests: src/doctor.arc-guidance.test.ts; Desktop tests that a hung Arc
gateway does not block Base or Solana dashboards, that reads do not stack,
that the background read fills the next refresh, and that an API-key
dashboard makes no Arc call.

…ER_PAYMENT_CHAIN
- Desktop dashboard: Base/Solana are still read alongside the health probe,
but the Arc read is added only after the proxy is known not to be on an API
key. An API-key user with a saved EVM wallet and `arc` chain no longer
waits on (or starts) an Arc gateway read whose result the response drops.
- doctor: every chain-switch hint goes through chainSwitchInstruction().
While CLAWROUTER_PAYMENT_CHAIN is set it overrides the saved chain, so the
hint says to set it to the wanted chain or unset it before switching.
- Tests: API-key + saved arc + never-answering Arc gateway returns with no
Arc call; chainSwitchInstruction with the env var unset/empty/set, and the
Arc empty-wallet guidance under CLAWROUTER_PAYMENT_CHAIN=arc.

Pass the active chain to FundingDialog.
Desktop forwards the environment to the proxy, and CLAWROUTER_PAYMENT_CHAIN overrides saved files. The manager reports that active chain as paymentChain, but FundingDialog receives configuredChain, which can remain Base.
When the proxy pays on Arc, the dialog therefore omits its Arc warning and presents Coinbase's Base funding route without telling the user to deposit Arc USDC.
Keep configuredChain as the pending saved choice. Use paymentChain for active funding guidance.

Do not await Arc when the running proxy pays on Base.
If Arc is saved but the running proxy still reports Base, arcActive is true. withLocalArc() then awaits the Arc gateway before returning the Base dashboard. An unavailable gateway can delay each uncached refresh by up to 10 seconds, even though the live payment chain is Base. Use the reported chain to select foreground reads when it is available; retain the saved-chain fallback when the proxy is offline. (raw.githubusercontent.com)
