Add five reusable fusion routes and Loom kernels for the Lemonade model sweep. Cover dispatch eligibility, fallback behavior, command generation, and device numerics, while sharing test scheduling helpers and keeping generic kernels in the loom-libs catalog. Assisted-by: Codex
