Add config file #13

Short summary

Currently, everyone overwrites parameters which should be locally stored (usually at the top of the file such as Ansys version, ...), creating a chaos in commits.

Long description

• Pick variables which should be locally stored.
• Create a default config file, which will be saved somewhere in the package.
• Add a loading method, which may add a local paths to another config file. If a local config is provided, they should be merged. It should return a dictionary.
• Use the loading function in all files, where it should be (there may be some in the tests).
• Write a short summary into readme.
