Laqua-Kussmann-Ochsenfeld partitioning

I thought this was implemented, but couldn't find it in the source code.
One should also have the Laqua-Kussmann-Ochsenfeld partitioning of doi:10.1063/1.5049435

I added it a while ago but was not terribly impressed. A proper domain decomposition will likely achieve the same thing, and has the added bonus of being differentiable.

If there's a strong desire to expose it, we can.
