Subject: [PATCH] docs(skills): keep the project skill's diagnostics reference
 in its own root

The packaged-skill test requires every relative link in a skill to resolve
inside that skill's directory. skills/loopx-project/SKILL.md linked to
../loopx-self-repair/references/targeted-diagnostics.md, which resolves outside
the skill root, so the loopx-project case fails.

Name the sibling procedure in prose so the guidance still points at targeted
diagnostics while the link set stays inside skills/loopx-project.
