Unstarted bounty doesn't appear correctly

It looks like unstarted bounties that have never been contributed aren't rendering with that implication

These should:

• show that the bounty hasn't been started
• show the default split for the bounty, which is 80:20 to the PR creator
• not show "paused" or anything like that if the bounty was not started
