[Proposal]: Improve DX of pg-query-ext installation

Describe the Proposal

We need to explore the possibilities of building precompiled versions of this extension which might require pre-compiled version of libpg_query and protoc.

API Adjustments

We might also want to always enforce fresh download and compilation of libpg_query while installing the extension through some new flag like --with-force-compile-libpg-query
