Breaking Changes at v1.7.x

Unfortunately, spf13/cobra library no longer supports versions of Go below 1.12.x, we had to make the difficult decision to drop support for that version in our Create Go App CLI as well in v1.7.0.

Also, I'd like to switch my own to built-in embed feature in Go v1.16.

Therefore, minimal Go version for build Create Go App CLI (v1.7.0 and later) is now 1.16 (not 1.11).
