Dependabot does not fail on a name that does not exist, it applies the subset that does and silently drops the rest, so every dependency pull request in this repo has been landing with only the "dependencies" label. Replace them with the fleet-standard plain names, which are now created in this repo, and drop the "enhancement" declaration outright: labelling every dependency bump as a feature request pollutes triage, so the fix is removal rather than a rename onto the existing label.
