Subject: [PATCH] chore(shard): bump placeos-driver to 8.1.7 (PPT-2816)

8.1.7 adds PlaceOS/driver#172: system.implementing and system.all return
modules in the order they are listed on the system, so a driver that takes
the first Mailer gets the one an administrator placed first.
