Add SCC uncertainty code to repo

Whenever Kelly/Diana have the SCC uncertainty code and data ready for open sourcing, we should include that code in this repo.

• The input quantile regression coefficients are provided in this repo currently - so we just need to add instructions on how to plug them into this uncertainty code to get out the uncertainty values.
